    Affordable Housing in Durham

    According to the Department of Housing and Urban Development (HUD), affordable housing is defined as spending 30% or less of your income on rent and utilities. In Durham, 49% of renters pay at least 30% of their income on rent.


    The Partnership for a Healthy Durham conducted a survey and found that 71% of Durham residents said affordable housing is a top issue for our city. During six listening sessions, residents were asked to give recommendations on how to address affordable housing. These were the top five recommendations. 


    1) Cap property tax increases so homeowners aren't forced out of their homes.


    2) Include residents when creating development plans and publicize the process widely. 


    3) Hold landlords accountable for maintaining properties. 


    4) Control rent prices to prevent large increases. 


    5) Require developers to save a percentage of new homes for people with low income, known as inclusionary zoning.
